433 KM Roads to be taken up at Cost of Rs.1353 Crore upto 2016 in NER Three Institutions Proposed for Nagaland



Minister of Development of North Eastern Region (DoNER) and Chairman NEC, Shri B.K Handique said, “My basic thrust is to concentrate on operationalisation of all 22 airports in the area having appropriate capacity aircrafts and have trained manpower for all branches of aviation.” Addressing The 60th North Eastern Council (NEC) Plenary Meeting here, Shri Handique said the blue print of a new civil aviation strategy for north-east region has been submitted to the Civil Aviation ministry. There are requests to set up hangars in Guwahati airport which will make Guwahati a hub airport and to set up a Civil Aviation Training Institute for NER at Lilabari, Assam.

Referring to some studies in specific sectors, he informed that Tata Consultancy Services (TCS) has been commissioned to study the Tourism sector to suggest inter-alia regional tourism circuits that can be developed.

He informed about delay in projects for strengthening of the National Highway No. 53, the rail-cum-road Bogibeel bridge and gauge conversion of Lumding-Silchar-Jiribam line which hampers progress of these regions. The Inland Waterways Authority of India (IWAI) has brought out a report on the scope of developing waterways in the rivers of North East States. The process has been initiated by the NEC Secretariat for Regional Paramedical Institute at Dimapur, Nagaland and Regional Nursing College in Tripura to get requisite approvals. For the State of Nagaland, three institutions are being proposed namely, Indian Institute of Information Technology under Department of Higher Education, Ministry of HRD; Advanced Training Institute under Ministry of Labour and Employment and Regional Paramedical Training Institute with assistance from NEC at Dimapur .

The gas-based 726 MW power project in Palatana, Tripura has the potential to change the power scenario of the North Eastern Region. To facilitate the evacuation of power from the upcoming Palatana Power Project, three transmission projects of Rs.96.86 crore have been sanctioned and retained one more project (Rs.12.00 crore) in the State of Tripura. Besides, a transmission project amounting to Rs.127.00 crore for the State of Meghalayais in the process for sanction.

The Palatana Power Project and the proposed World Bank assisted transmission project will totally transform NER. NEC and Power Grid Corporation had jointly collaborated to prepare DPRs for transmission, sub-transmission and distribution of power in NER in 2009. The Ministry of Power is now in discussion with World Bank for a World Bank loan for implementing this project in NER. The World Bank Team is visiting the North Eastern States in this regard.

  In six States, 433 km roads will be taken up to construct/upgrade/improve at an estimated cost of Rs.1353 crore upto 2016 by centrally sponsored scheme under the Ministry of DONER.


Tata Institute of Social Sciences, Mumbai is going to start the Guwahati Campus with admissions from this academic year. When the project is completed, the Guwahati Campus will admit 80 undergraduate and 66 post-graduate students from the NE States every year. The Assam Government has allotted land to TISS.

BSNL is laying an Optical Fibre Network in Assamat the cost of Rs.400 crore. Further, in NE-I & II Circles which cover the six States of our Region, RailTel has been entrusted the project of laying optical fibre at a cost of Rs.500 crore. The telecom and broadband network in NER will be greatly strengthened on the completion of these projects. For smooth implementation, Right of Way by the State authorities is very essential. The Minister appealed to the Members on this forum to extend all assistance and particularly grant Right of Way to BSNL and RailTel.
