Deputy Secretary-General for ASEAN Socio-Cultural Community Takes Oath of Office

An oath-taking ceremony was held today at the ASEAN Secretariat to mark the appointment of H.E. Dato' Misran Karmain as the new Deputy Secretary-General (DSG) of ASEAN for ASEAN Socio-Cultural Community (ASCC). Dato' Misran, who was nominated by the Government of Malaysia for the post, had earlier assumed office on 8 September 2009.

Dato' Misran will support the Secretary-General of ASEAN, Dr Surin Pitsuwan, in implementing the ASCC Blueprint. He will also oversee the implementation of ASEAN projects that focuses on building a people-oriented society where the well-being, livelihood and welfare of the region's peoples are enhanced.

As stated in the ASEAN Charter, the Secretary-General of ASEAN shall be supported by four Deputy Secretaries-General (DSGs), one for each pillar of the ASEAN Community, while the fourth will focus on community and corporate affairs. Two DSGs are nominated by ASEAN Member States based on alphabetical rotation for a non-renewable term of three years and two DSGs are openly recruited based on merit for a three-year term which may be renewed for a further three years.

Dato' Misran was previously the Senior Undersecretary of the Political, Security and Disarmament Directorate at the Ministry of Foreign Affairs of Malaysia. He succeeds Dr SOEUNG Rathchavy of Cambodia who completed her tenure as DSG ASCC on 6 August 2009.

Dr Surin thanked Dr Rathchavy, the first female Deputy Secretary-General of ASEAN, for her contributions towards the building of a caring and sharing ASEAN Community and for carrying out her responsibilities with passion.

Apart from Dato' Misran, the other DSGs currently in place are H.E. S Pushpanathan from Singapore, who was openly recruited to oversee the ASEAN Economic Community (AEC), and H.E. Sayakane Sisouvong, who was nominated by the Government of Lao PDR and is in charge of the ASEAN Political-Security Community (APSC). The DSG for Community and Corporate Affairs is currently being openly recruited.
