Recommendations of Hoda committee on National Mineral Policy

The High Level Committee constituted under Chairmanship of Shri Anwarul Hoda, recommended inter-alia, changes in the National Policy 1993, and mining legislation for streamlining and simplifying the procedures for grant of mineral concessions to reduce delays, strengthening the infrastructure for mining activities and other recommendations for improving the environment for investment in the mining sector. The recommendations of the Hoda Committee are available on the website of the Ministry (http://mines.gov.in). 

The Government received representation from some States Governments raising concerns interalia on the need to allow the State Government to give preference to value addition in grant of mineral concessions, policy on seamless transition, security of tenure, allow preferential treatment in grant of mineral concessions to PSUs, and for levy of royalty on ad valorem basis. These issues had been considered and appropriately addressed by the Government before the enunciation of new National Mineral Policy, 2008. As a follow up on the implementation of new National Mineral Policy some measures have been taken up by the Ministry of Mines and some measured have to be taken up by related Ministries. 

This information was given by the Minister of Mines and Minister of Development of North Eastern Region, Shri B.K. Handique in a written reply to a question in the Lok Sabha today.
